Annual refresh: costings and opportunities data update with 2018/19 data
As part of our 2018/19 update, we have moved to using the annual Patient Level Information and Costs (PLICS) data rather than Reference Costs. A significant proportion of Model Hospital metrics, including all WAU metrics, use PLICS data. We released 2018/19 data for these metrics on 10 February 2020.
This article tells you which compartments have been updated and how trusts that have recently formed through mergers or acquisitions have been handled.

Merged trusts and exceptions
Following the refresh, the five trusts below do not have refreshed 2018/19 data. These trusts went through formal mergers or acquisitions during 2018/19 and therefore have become part of other trusts within the Model Hospital. PLICS data for these trusts was submitted to the new merged entities for 2018/19:
- Staffordshire and Stoke on Trent Partnership NHS Trust (R1E) is now part of Midlands Partnership NHS Foundation Trust (RRE)
- Ipswich Hospital NHS Trust (RGQ) is now part of Colchester Hospital University NHS Foundation Trust (RDE)
- Burton Hospitals NHS Foundation Trust (RJF) is now part of University Hospitals of Derby and Burton NHS Foundation Trust (RTG)
- Heart of England NHS Foundation Trust (RR1) is now part of University Hospitals Birmingham NHS Foundation Trust (RRK)
- Liverpool Community Health NHS Trust (RY1) is now part of Mersey Care NHS Foundation Trust (RW4)
The two trusts below do not have refreshed 2018/19 costings data, because they have not submitted PLICS data for 2018/19:
- Bolton NHS Foundation Trust (RMC)
- University Hospitals of Derby and Burton NHS Foundation Trust (RTG)
